Rust Preventing Paint Question

I've never used it - but reports seem to compare to POR15.

The most important step in coating any rusted metal is preparation of
the surface. I have found that POR sticks quite well to lightly rusted
steel. However, if there are sections that are clean metal or painted,
\this is where trouble starts.
I have used it on my DD - coating rust spots and the leading
edge of the hood. The areas where the POR covers the edge
of the remaining paint ... inevitably peels off.
If you want it to truly last, I would consider a brush-on paint
stripper to remove old paint - or lots of wire brushing.
Any clean metal needs to be etched to provide a good surface.
POR sells Metal Ready, which is a Phosphoric Acid solution with zinc.
For items that cannot be submerged in a small bucket, I usually
use Naval Jelly. This will etch the clean steel - as well as
dissolve any loose rust. With some brushing and re-application,
it will dissolve all the rust. This - IMO is the best scenario.
