Seems to me that you could build something like that yourself for around that price, using better components. I would be very wary of someone who lists "hypereutectic flat-top pistons" but does not list the manufacturer.
been burned a few times on ebay... specifically with engines... be careful. don't trust anyone's measurements but your own. if a guy says he blueprinted a block, it doesn't mean the tolerances were within spec, it just means he measured it.
The only thing about feedback on ebay as it relates to engine kits is... few people will actually install the engine and get it running before they leave feedback. the majority of feedback posted is the customer's initial reaction after they receive their frieght delivery and are still stunned by the shiny new toys.

this was my feedback to the builder who sold me an ".030" engine which turned out to be bored .040, and subsequently had the bearings burn up within the first hundred miles of operation. the crank was so far out of balance it trashed the engine.
just be careful... and trust your own observations above anyone else's.
The price is ok. However, I would look for a local machine shop/engine builder. They should be able to match that price. Shipping could be another $150/200. You could take advantage of their knowledge in picking the cam and pistons. The pistons and cam should be compatable to get you the correct compression. How you plan to use the car will dictate what parts are needed. Many people go overboard on the cam and the car sounds great and runs fast but is not all that pleasant to drive around. If the car is driven routinely, you want it to sound mean and burn rubber when floored but also want vacuum for brakes and headlights. You may also want it to have 'get up and go' at 2500/3000 rpms instead of having to get the rpms up to 4500/5000 before it takes off.
