I rebuilt both left and right headlamps. I installed a Dr. Rebuild vacuum hose kit. Should the headlamps raise and lower at the same time? My right one comes up first followed by the left. They don't droop and both come all the way up. They didn't work when I bought the car so I don't know if this is normal.
Mine don't come up "exactly" at the same time but there is around a second or so delay between the two. I recently replaced the "witches hat" in both actuators and it really improved their opening times. I don't think that they were designed to both open at the same time but it wouldn't surprise me if you get various responses on this subject. Be glad that they both open!
My Vette featured on a cars TV program here. They had the camera low on a dolly rolling around the front of the car while I laid in the car operating the headlights. I got so many questions from members of my club on how I got the headlights to raise and lower at the same time
Yes, it is normal for them to raise and lower separately. Unless they have a linkage between the two to synchronise them, the differences between each mechanism will result in the symptom as described.

This is how my 80 works as well... Have learned to live with it.
