This is a common problem on C3's. The heater shutoff valve is actuated by vaccuum pressure and usually doesn't work well after a few years. What most of us have done is install shut off valves on the heater hoses to keep hot water from entering the heater core during summer months. This works quite well and insures that no hot water goes to the heater. I used ball **** valves purchased at Ace Hardware.
