big block problem
The engine will not run until the timing is set about a inch from the highest setting on the timing tab.How do you get the mark to come down on the tab.The cam is a comp cam with four degrees advance gound in.

It sounds like your balancer hub has slipped. A very common problem. Take a look at this one that came off my 454 and notice where the timing marks are in comparison to each other:
Notice that the good hub on the right has the timing mark centered on the crank pulley bolt hole, while the one on the left (my original) is significantly off from that mark. You need to bring the engine to TDC (top dead center) and verify that the timing mark is lining up. If it is, then your problem is not the hub.
