Got Hookers on my 68. I left the factory cutouts in the rear valence. Painted the stainless trim pieces black to take the focus off them. They add some support to the seam there, so I wanted to keep them for that reason. I'm still a little torn whether I should glass them over or leave them open. 35 years ago, James Garner left his open. That's why I decided to leave mine open.
Another 68 here. I have the hooker sidepipes too. The rear panel on mine is from a 69. No backup lights for me. Illinois does not do inspections, so it really doesn't bug me.
Sourcing the backup lights (complete) is pretty difficult. I found one on ebay, and have been waiting for another one to pop up. Good luck finding a set.
I've converted two C3's to sidepipes and also with the rear valance closeouts. Currently the best deal, is to look at Ecklers. You want the rear valance panel with built in close outs. Ecklers I believe sells the 1968 panel with the back up light openings. If you buy the rear valance, with no exhaust cutouts and holes for the 1968 back up lights, make sure that the panels have the fiberglass brackets to mount the backup lights. For instance, J & D Corvettes sells the sidepipe rear valance for 1968 and 1969 Corvettes but they don't have the fiberglass brackets to mount the back up lights. Anyhow, after you've worked everything wtih the rear valance, you'll still have some half circular holes in the rear quarter panels and you'll just need some good fiberglass repair person to close out this hole.
