While replaceing hoses on the vacuum system, I noticed this part screwed to the firewall that wasn't hooked up. The wiper door and headlights seem to work fine, so I'm not sure what this is.

It's a guess, but I've seen external control values for positioning the EGR value -- if yours is new enough to have that. Since many defeat smog controls, it would make sense it isn't connected.
C3nMe- sorry, I guess I should have mentioned it's a 1969...my bad.
Well, in a '69 it definitely isn't a EGR part -- as that didn't make an appearance until very late 70s or early 80s -- but definitely in the C3 run.
My knowledge doesn't extend to the 69s, so I'll bow out of this one (to be honest, my knowledge of the 77 I do own isn't bad but it isn't without holes)
Perhaps its a special powered deer whistle that continues after the vehicle stops to prevent deer from ever approaching your vehcile? <jk>
