I really don't know what the PSI should be but if there is not enough the buckets will not open fully or open very slowly. If your headlights are not operating correctly then you need to check for leaks.

That assumption suggests that you don't have any vacuum leaks in the headlight/wiper door system. With a tight system, there should be no loss of vacuum and so the manifold vacuum value should propagate to all components.

It may be slightly lower than your intake manifold reading, but within 2 or 3 hgs.
