Default vacuum into headlight relays

How many inches of vacuum should I have going into the two headlight relays?

Enough to open them.

I really don't know what the PSI should be but if there is not enough the buckets will not open fully or open very slowly. If your headlights are not operating correctly then you need to check for leaks.

I thought about this question for a few seconds then came to the conclusion that it should be the roughly the same as what you're pulling at the manifold.

That assumption suggests that you don't have any vacuum leaks in the headlight/wiper door system. With a tight system, there should be no loss of vacuum and so the manifold vacuum value should propagate to all components.

If everything is good (no leaks), 12 inches or so should be a minimum vacuum.

My experience shows 12-15 to be about the minimum for proper operation.

It may be slightly lower than your intake manifold reading, but within 2 or 3 hgs.
