I don't know about your area specifically but any machine shop or (don't laugh) anyplace that sells cemetery headstones.
The headstone dealers are usually quite cheap and they have the equipment because they use it for sandblasting headstones.
Got a compressor? If so, head down to Harbor Freight and buy yourself a cabinet and some alum. oxide. Shouldn't be more than $200 for the lot. You could also go real cheap and get a bag of white play sand and a blasting gun with a hopper (think paint-ball gun) or siphon....

Got mine from TPtools. Floor standing cabinet for <$250. Well worth every penny. did seat frames, rails, bracets and can even fit a header in it.
I purchased a hopper type sandblaster with gun from Sears for $69.00 and purchased sandblast media at local hardware store for $11.00 for a 50 pound bag. Way more than you need.
Borrowed a small air compressor from a friend and sandblasted my wheeels and everything I needed to do in one afternoon.
It's the cheap way out unless you think you will have use for equipment some other time.

That looks like the Craftsman sandblast hopper I have. Worked for me. Maybe I only paid $49, can't remember as I purchased 2 years ago. Cheap solution.
