Default You have to reach far down on the center of the "knee"

I have pretty fat arms, but I can get my hand in the body of the thing easily. (Mine haven't worked w/ vacuum at all for a while now - another thing to fix!) You'll find a portion of the knee area that will release, especially if you pull up slightly on the headlight lid. Once you trick that knee into unlocking, you lower the lid just a little, worm your hand back out, then let it go down the rest of the way.

It's really pretty easy - just feel around down there and push and pull a few places on that main mechanism thing and it becomes obvious what you have to do.

Hold the light with one hand and push the linkage with the other to keep it from slamming down.

Should be all you have to do is give a little tug downwards on the bar or any one of the springs and the lights should go down. Make sure you turn the lights off inside the car first, otherwise there will still be vacuum pulling them up.
