Just a guess but I've had tach issues not quit like yours but similar response. I found it to be the tach filter (I'm assuming you have the electrical tach that comes from the dist). Try fiddling with that, maybe take a hair dryer to it before you cold start the car one time to test the theory.
Think it's just cold. I recently went through some issues with my tach and part of the solution was replacing the Tach Filter.
My tach did the same thing the other morning and since my filter is new I would guess it was just sticky because it was cold.
