as some may recall im changing my whole interior and color. i had to paint my steering column and when i re-installed the telescope parts, it no longer locks the the tele part. ive tried placing the screw in several positions and im not having any luck. any ideas or suggestions will be greatly appreciated

You should be able to screw the star all the way down with a Phillips screwdriver until it locks the tele. Back it off a bit and put the tele screws back in the lock arm.
It's easy to lose this rod, but it's not an expensive part and can be found in the usual catalogs. According to Jim Shea, some cars also had a bumper between the rod and the cam while others didn't. The shaft I got from Corvette Central was too short for my column, perhaps because they are sized for cars with a bumper. I turned some 1/4" drill rod down to 0.218". I started conservative (long) on the length, then ground it down so that it locked the cam with about 3 threads still showing on the star screw. If it's much longer than this, you can have problems with the lock ring rubbing on other parts. One trick I found when adjusting the length: to get the rod out without disassembling the C-clamp every time, put a magnet where the star screw goes in the push the shaft in rapidly. The rod will stick to the magnet and you can just pull it out.

This sounds just like the problem I had with mine about a month ago. Jim Shea is the man who knows everything there is to know about the steering columns. I put a new ignition switch in mine and evidently I lost the little bumper that goes down the shaft against the rod. Jim sent me to www.docrebuild.com and he has a complete breakdown and a diagram of how the steering column goes together. I elected to just make my own new rod out ou a same diameter bolt with a long shank on it and with a couple of trial and errors I make mine work but the easy way would of been just ordering it from doc rebuild.
