On my 80 the steering wheel is sitting in the wrong position when the wheels are pointing straight. Can I take a puller and remove the wheel and put it back on straight or does the shaft have a keyway preventing this?

Yep, that's how they do it in the alignment shops...
A good alignment shop can do it with the tie rods. As long as the steering box is properly centered, you can just pull the steering wheel and re-install. Mine's upside down right now...

Wait just a minute...not so fast....lol. In order for the turn signal cancelling cam to work correctly, the steering wheel hub must be indexed correctly to the shaft. Look for a scribe line on each part. These are factory markings. Once these are lined up, then you can have the alignment shop center the wheels at the tie rods...

I'll also add that if you misalign the steering wheel to the shaft you will also loose the correct "high center" steering gear preload in the straight ahead direction. This greatly impairs steering feel while driving straight.
Wouldnt the answer be with how much of an offset you are talking about? If it is off only a little, I think the tie rod adjustment would work. If you are talking about 1/4 to 1/2 out of orientation, then there is another adjustment to be made somewhere.
