I have an 81 with a non computer controled HEI distributer,,My problem the timing keeps changing toward the retard side..its tightened and doesn't move yet the timing was 12 degrees after tdc when I checked it..It was set at 12 btdc.

If the balancer isnt walking then it sounds like a streched worn timing chain.
went through this my self multiple times over the years. when the chain becomes worn (i.e the links wearing or the chain itself elongating) it can skip, or due to the ewera just simply walk the timing out. eventually it will fail, and potentially rasther nastily.
Check out the distributor for wear first, but if its OK, thats where your problem is
I just tried to time it again, when I set it at 12degrees bdtc it sounds like its to far advanced and the starter drags,,I think I will start from the begining ..find top dead center and work from there..

Harmonic Balancer slipping is my guess. Ask me how I know
did the hole timing thing ,found tdc by removeng #1 spark plug and getting the piston to the top..found the mark on the balancer almost 90 degrees off. retimed using the new mark and it ran great..Going to check one more thing tomorrow.. going to remove the valve cover and check to see if the valves are fully closed at TDC
If you did in fact have the engine at TDC and the mark really was around 90 degrees off, you either have a slipped damper ring or someone put a pre '69 damper on the engine.
