Default Ground Question ('77 w/Auto)

Here is a detailed description of what has been going on with the electrical with my '77 :

I found the ground underneath the firewall on the driver's side. (I searched for a post with the ground points on a C-3, but did not locate a post that described the different locations and the proper way to refer to them).

I have 1 cut black wiring running up towards the main firewall harness, but have no ideas to what it is suppose to connect to, because I do not see any "mates" for it...
The black wire ties into the bolt (for the ground cable) and the other end of the cable runs to the frame mount. What circuit is normally grounded to that point?

Anyone know if there is a common ground for the passenger window, interior overhead light, or wipers? None of those systems function at this time.

Is there anybody that might know what all the cut wires that I have are suppose to tie into?
