I purchased a Energy suspension complete bushing kit for my 68. The kit didn't come with the steel outer sleeves. Is there anywhere that sells these sleeves separate without having to buy a 70.00 bushing/sleeve kit and end up with extra bushings that I don't need???
I'm not trying to sound rude, but it doesn't sound like you bought a complete kit. I would call them and ask for the steel sleeves if they come with other kits.

I don’t have good news for you. I couldn’t find a place with the outer sleeves. The instructions tell you not to remove the outer sleeve, but I had already done that. I found a corvette shop that gave me the used ones.
Well unfortunately I wasn't the one that took the originals out and damaged the factory sleeves. Ecklers sells a kit with sleeves and a kit without, but not the sleeves by themselves. The bushing kit says in their instructions to reuse the originals, I just got that info a little too late! Looks like I'll be buying the kit from Eclkers with the sleeves. Anyone interested in some trailing arm bushings without sleeves??

I just ran in to the same thing with a Prothane kit. I could not find the outer sleeves either. I had pulled mine out to rework the trailing arms and did not realize the new bushings did not have the sleeves. I would not have put new bushings in these 30 year old rusty sleeves anyway. I am PO'd that they think that it is ok to sell you half of a bushing. If the outer sleeves are not available as an individual part that is exactly what they have done. I called Prothane and got no sympathy. They saw nothing wrong with buying new OEM bushings and throwing them away so you could get the sleeves. They told me that if they made parts like this for all applications that I could not afford to buy thier kit. I have issues with the fit of other items in the kit as well. They don't have to worry about what I can afford because I won't be spending it on these poly kits again. The whole experience has left me with the same feeling of stupidity you get after realizing you have been sucked in by a con artist.
