ON my 71 coupe the driver's side headlight has opened and closed very slowly. Also the wiper door opens any time the headlights are on. I have been checking the system with a handheld vacuum pump, and found that the vacuum relay for the driver's headlight was bad. Upon replacing it today, the headlight opened and closed quickly with no hesitation. Everything is great until I turn off the ignition and the headlamp opens.
Before the new relay when the headlights went down they stayed down, but now with the new relay the headlight pops back up when the ignition is off.

chekc the override switched inder the dash, see if it is damaged or leaking

As to why it would com up with the engine off, I am gussing that you have a hose cross connected. The vacuum circuit is pretty straight forward, in the case where the engine is off, the vaccum signal normally sent to the lights results in them lowering, unless th overide in invoked. If they com up, there is more likely than not either a crossed hose during re assembly, or possible a check valve that has gone bad on you coincidentally. If it is the latter, they the new relay operating a full capacity, could have caused something else to fail further up in the vaccum circuit, but i cant be sure. ether way those are the palces i would look.
the best thing to do would be to get the Vac headlight diagnostics manual available from the usual suspects, and use that to isolate the trouble
