no, i think what your refering to is the vapor canister for the fuel system. in a perfect world when the car was new it was designed to contain vapor from the fuel tank and burn it through the engine to reduce raw fuel emissions.
the big bar behind your bumper holds the vaccume, serves as a battering ram also!!your speaking of the charcoal cannaster, line runs to carb to reburn gasses,,and another to tank to fuel vapor seperator, which leaks bec the glue holding the top on lets go after 30 + years,,remove the 2 5/16'' hex bolts and 2 hose clamps re glue top and reinstall if its leaking w/ you top off gas in tank

I realized that AFTER I mounted my alarm siren to it. I drillled 2 holes for the bracket....thought it was the frame and NOT a vacuum tank.... Realized what I had done when I tried to turn the lights on.....they came on, but they didn't raise up! Then I heard the HISSING!!!! Learned a VERY valuable lesson!!!
Is the charcoal canister needed?? The hose that goes from the canister to the engine was cut and left open near the top of the fender when I bought my car. Since I didn't know where it went it has always been like that.
It is a place for fuel vapors to accumulate from the gas tank when the car is parked, they are then drawn into the intake manifold at startup. It's an emission device designed to keep unburned hydrocarbons from being released into the atmosphere.
Under certain conditions that canister can have fuel come up the lines, check the hoses to it. There b itch to see and to check but we almost had a fire as a result of cracks in the factory rubber lines that were never checked or replaced.

In about 20 yrs there will be a post on this forum saying I purchesed this 75 and BUBBA drilled two holes in the vacuum canister, why did BUBBA do that?

Not funny...but funny! He will also want to know why they have screws with JB Weld around it....we should tell him that's where the old style super charger went.....
