A friend of mine just finished installing steeroids and hydraboost on his 76 and yesterday I got to drove it with the new modifications.
I instantly noticed that something was not right. Once I fired up the engine, the hydraulic PS/PB system took a second to "load up and somehow his brake pedal kicked up another 1/2". I thought that was bit odd, but the weirdest thing was that there was no brake assist at all and the steering felt manual too. Every time I did full locking braking I could only get the rear tires to lock up. And everytime I did push the brake pedal I could feel the pedal kicking back like grazy.
It was too late and too dark last night, to examine the system, but I could see that he had all the lines right and everything looked all right, no leaks. I'm gonna go an have another look tomorrow, any ideas what could cause these symptoms????
Mine acted kinds weird also, i'ts air in the oil/fluid....it will settle out with use....after a day or two it was solid as a rock, typical power steering system reaction from an empty box/rack is a moaning pump when fired up, look in the reservior and see bubbles in the fluid, let it sit overnight, maybe two nights with daytime driving, and it's fine....
sounds like air bubles or a problem with the booster, as if it's blocked internally and the pressure is kicking the assist piston back (and thus the pedal) and blocking flow/pressure from the rest of the system (steering is in series after the booster) Remove the hi pressure out hose from the booster and start the car, check if little or no oil is coming out?

Mine acts like that every spring. Just drive it for a day and it clears itself out. I took mine around the block and it did the same thing. From years of having this happen I know that it will right itself with a few miles on it.
