I'm sure this is a common problem. The horn button in my '79 rattles and has no spring to it. I'm sure it is some common part that wears out for everyone. Anyone know what part is broken/missing?

If you really get into it, heres a diagram of the column
those plastic rivets that hold the horn contact together are the weakpoint of that assembly. When mine broke I fixed it with some pop rivets, with a small piece of clear rubber hose around it to isolate the contact. The repair kit is cheap enough, but I didn't feel like placing an order for something so small and waiting for delivery. It's stronger than ever now.
How do you begin the removal process? Do you just pry off the cap? I bought a horn contact repair kit since the previos owner said the horn would not shut off and not sure how to begin disassembly.

I think that it is probably better to use a small screwdriver to pry the horn button off and away from the horn contact. Otherwise, you are placing a load on the plastic rivets in the horn contact if you pull straight up on the button.
