Default 70 LT-1 Muncie shifter short throw setup?

Back in 86 when I first got the 70 LT-1, I remember trying to setup the Muncie shifter to the short throw configuration, but could not do it. I forgot over the years why After taking it out for a short spin around the neighberhood last weekend, I decided to re-investigate why. Now I remember........see photo below

The upper position on the shifter bracket does not have the slot around the hole like the lower position does. My 69 & 70 BB both have brackets that allow short throw. I am not sure but I think the 72 LT-1 does also. Anyway, anyone know what is correct. Everything else is original on the 70 LT-1 so i have no reason to believe these brackets aren't

My '71 LT-1 had the capability to go to the shorter throw. Maybe it's a 1970 small block specific anomaly.

Not sure I understand your question/description.
Slot around what hole?
The slotted hole at the bottom of your photo attaches to the transmission shift point. The center hole on the shift lever (between where your shifter rod is currently attached and the bottom "slotted" hole) is where you need to move the shifter rod to achieve the short throw you are looking for. The deep slot of the shift bracket still allows the shift rod to work in the center hole without interference.

Like Fred said, the sloted hole stays bolted to the trans, the rod is what is moved, the hole closest to the trans is the short throw position, move the rod to the open round hole
