do i have to remove the rocker arms to replace the seals on the valve guides? Do I just slide them down as far as I can get them? Thanks for all the help guys.

There are two ways to change the seals on your valve guides. One is to remove the spark plug install a tool that lets you force air into the cylinder to force the valve up and take pressure off the valve springs so you can remove the clip on the valve to remove it. The seal fits snugly around the valve stem and on top of the valve guide.
The best way to do it, and since you seem to have other problems with pressure in your system, is to remove the heads and have a shop do a valve job, replace the seals, and check the heads for cracks and warps. I would also check the top of the block to see if it might be warped. A good shop could do either way for you but if it were my car I would go ahead and do it right and do it once.
