Are you talking about the cable attached to the lower part of the steering column? That is the steering interlock cable. You are supposed to have to put the manual trans in reverse in order to be able to lock the steering column.
I can't tell which cable you are referring to, but I'll take a couple of guesses.
1. If you have an auto & it's a TH400, this has an electric kickdown cable that comes from the switch mounted on the gas pedal, inside the driver's compartment.
2. Could be the locking mechanism that keeps you from moving the gear selector when the key is in the 'Off' position & the steering wheel is locked.
its the key lock cable. it keeps you from removing the key while in gears. lets the key come out when in park on an automatic. Mine messed up and i could not take the key out to i just took the cable off and left it off.
