Default hmmm, what do you think

A guy I work with rebuilt the 327 out of his 67 vette. He put it back in and it "blew oil" on startup. He got disgusted, pulled the motor and replaced it with a crate motor. Well I bought the 327 he had redone because I wanted the block. Figured I would just part out the rest. Dated 64 461 heads. Newly balanced 327 rotating assy etc... Well going thru the box of stuff he gave me with the motor I found the plugs. The first thing that struck me was they where ALL black. Now he had put a set of heads on that he had sitting around. Told me they where rebuilt a while ago by someone he couldn't remember and he figured the guy did a bad job. Still all 8 plugs? Looking at them they look like they where in something way rich, not somthing burning oil. Before I tear apart these heads and scrap the valves, etc I'd like to get the answer to this. Any ideas. Another thing, he put the same carb on the crate motor he bought and promptly failed emissions. I'm wondering if he is just way to rich for some reason.

Looks rich to me. Black but not oily.

Looks like it is fuel rich and the plug is mounted upside down in the oil filter mount.

Did your friend even try to tune the carb ?? It doesn't take much to make an engine run ****ty even after a good rebuild. I'm not an expert but from what your saying I'd point at the carb first,,,because all plugs are the same.BTW,,, those are nice heads,,,
