Default Spring Heighth Problem

Had a new 9-leaf steel spring on my 79 for a couple yrs. It never did settle. about 5 inches between the tire and fender lip. put longer bolts on the end, made little difference. just bought a composite spring from another forum member and that too made very little difference. i also used the block that came with the spring, was thinking of trying it without the block in there but looks like to me theres not enough thread on the mounting plate bolts to make up the difference. any ideas how to get rid of this jacked up feeling ? all thoughts welcome.

the body is just sitting a little too high. i'll try to get a pic when the wife gets back in town with the camera.
