I just had true duals done with 2 1/2 pipes and no cat out through flowmasters 40s. In the beginning, it sounded real cool, sounded like a big block. But now the kids are telling me that it's too loud, like "ticket loud" that most likely I'll be stopped by the cops. Someone told me that installing an H-pipe will muffle it down a bit. Is this true? Or should I have a new cat installed? I know the cat will muffle it down a lot.
Try the H pipe before you do anything else expensive. I had a "too loud" system once. We added an H pipe and it mellowed very nicely. Something else changed too. It was a Monza system that exhausted straight back. Before the H pipe, you could feel the exhaust flow more than 10 feet back. After the H pipe install, you had to get closer than five feet away to feel the flow. The H pipe also added some seat of the pants power.

My sytem much like yours was way to loud. So i took it to a muffler shop and had the guy weld in a four inch diameter pipe that he ovaled out on a machine. 4 inch has lots more flow back and forth than your 2.5 inch. He just lined it out and welded it in where my pipes were only 6 inches apart under the differential.
I will post a picture later... Th muffler guy upon my suggestion just smash down on the pipe that he had cut to correct length. He outlined it with the white welding marker and cut the 2 inch by about 6 inch piece out with a plasma cutter. Then he just wire feed (MIGed) in the cross pipe

Are you saying that having a crossover pipe that is larger in diameter than the primary exhaust pipes has certain advantages? That is news to me. I can do that easily.

The larger area and shorter the distance the more effective the "H" pipe balancing tube becomes.
I originally tried to figure out doing 2.5 or 3 inch off the collectors and merge them into one 5 or 6 inch for 8 inches then back out to dual mufflers. This little 8 inch piece would take some time welding, so I gave up on it
