the wiper and headlight override vacuum valves beneath the steering column?
I never even knew that there was a switch there until I had that panel off last nite to replace the wiper override valve and saw the wiring connected to it.
It appears to have been a switch at one time that has broken off.
(not one of the two pull valves but between the two of them).

On mine that's the electric wiper-override. It's a turn-switch. In one position wipers work, the other wipers stay where they are. Usefull for changing blades.

That switch is the wiper power control switch .. It had a black **** that you could turn to stop the wipers on the wind shield so you can change the blades. Without the switch when you turn the wipers off, they will park and the door wil close.

It's a wiper motor override switch. When you turn it, the motor freezes up so that the wiper arms stay up on the windshield. Then you can replace the wiper blades easily. If you leave it on for long it will drain the battery (so I've heard).
