Default Vacuum/Idle problem

Recently my 383 stroker has been idling very low (600 rpms). I usually have it around 8 to 900 rpms. It also sounds sluggish when the idle drops low. One thing I noticed is if I pull off my vacuum hose going to the power breaks the idle goes up. I thought it would drop even lower. The 770 holley has a primary vacuum port which is usually plugged. In the past if I took the plug off the idle would drop real low. Now it goes a little higher. I tried a new carb gasket trying to isolate the cause but still no luck. I can't hear or feel any leaks. HELP. I'm getting frustrated.
FYI... If I rev eht engine it still sounds great just don't want to idle right. I also turned up the idle to compensate but I know that's not the problem.

Rough idle could indicate a vacuum leak. I would disconnect all the vacuum stuff-- headlight/wiper circuit, etc. from your manifold and plug it. Then adjust to correct idle RPM and see if it's smoother. If so-- maybe start tracing out the system for a leak.
