Headlight question
For a start-- maybe throw a vacuum gauge on the small hose going to the top of your headlight actuator relay. See what the vacuum is doing when you start the car. It should pretty much jump right up to your vacuum at idle and stay there. If the vacuum is low (while the headlight is coming up) and then comes to normal-- you have a leak somewhere else in the vacuum circuit.
If the vacuum seems ok-- the problem must be local. You could quickly test the headlight actuators and relays for vacuum leaks in a few minutes. Maybe the relay for that actuator is leaking. Remember to test the control and power sides of the actuator relay. I found it very easy to test the individual components with a vacuum pump that had a built in gauge.
