Can I pass emissions with this setup?

The problem might be with a visual, I know that here in Texas if it came with a Cat you better have one or a good copy of one.
I doubt that you will be able to meet these emissions standards without a functioning AIR system and catalytic converter. But, as the other responder mentioned, if your stae has a visual inspection preceding the exhaust analysis, you likely won't even get to that part to see if you meet it or not----you will fail the test based on visual inspection, alone. What's worse, removal of the AIR system and the converter are "child's play" for an emissions station inspector to discern upon visual inspection.
Also, keep in mind that emissions system tampering (whether done by you or not) will usually bring down the harshest penalties. I don't know how the system works in Colorado (although, with USEPA-involvement, there is a certain "standardization" occuring nationwide with respect to these programs), but, in California, you really don't want to present your car for emissions inspection with a missing AIR system and converter.
In California, it is against state law to tamper with any emissions control device, EVEN for cars which are otherwise exempted from inspection (i.e pre-1974). Although there is not very much chance of getting "caught" due to the inspection exemption, you can still get "caught". How? Very simple: if your car is identified as a potential "gross polluter" by a roadside remote sensing device, you will be required to present the car for inspection at a test-only station.
Also, it is a violation of federal law to tamper with any emissions control device on any car in the United States. So, that requirement is in place regardless of which state or area which you live in.


My state looks for the following: AIR, CAT, EGR, non leaking gas cap, and then the sniffer test.
You may get by without the AIR but not without the CAT.
SSSSSHHHH -- don't tell anyone ----- quiet.
I am swapping in the ZZ4 motor one month before my emissions are due. That should be fun. The ZZ4 has a place for the EGR, but from what I heard, the heads don't have the provision.
Also, I will only have a CAT and AIR system on for one day a year ;)

Keep the A.I.R. system... no way you can pass without that.
HOWEVER, you only have a 305, so you can most likely pass emissions with no cat.
Do this to pass the visual-
You have 1 of 2 options-
1- If you use stock exhaust setup- Take off the cats. Take a steel pipe. Set the pipe inside the cat, and bash out EVERYTHING inside. The put back on the cat. Then you have a 100% free-flowing Cat that doesnt work, and it looks 100% stock.
2- If you have a true dual setup (like me)- Take your ORIGINAL cat (you should still keep original parts of course). Cut it in 2 halves. Knock out all the stuff inside. And place them around the part where the cat SHOULD be. This makes it look like the cat is there. YES THIS ONE DOES WORK BECAUSE I DO IT IN TEXAS.
I assume you have stock exhaust... do the 1st one. That is the smartest way to get around visual.
