Does the governor control the shift point from 2nd to 3rd gear in the 700R4 tansmission?

Yes, but the kickdown cable is much more in controll....

for all the governor mods I did, I think there is much more of any change in the throttle kickdown cable...MUCH more...so in fact, I suspect I may have overdone the governor a bit, not wildly, it upshifts ok, but as I recall the 2-3 shift was WAY early...but it's been a few years...

alot of it is controlled by the TV cable in combination with internal pressure in the trans

I'm sure that there is a lot more information to be found in the archives.

Good luck getting your transmission set up the way you want it to be! Two otherwise identical vehicles can feel VERY different due to the way their particular transmission shifts.
Once the proper shift timing and crispness is achieved, it feels sweet!
