Not sure what the previous owner did but...... I have the rebuild kit for the steering wheel, thought that might be the problem.
I tested the horns and they work fine. The horns will not work even with the new rebuild kit. I tried looking to see if any fuses were blown, with these old eyes that was hard to do. Does anyone know which fuse might work the horn (the clock and volmeter do not work also, the clock fuse does appear good)?
There is a green wire at the horns and the assembly manual does not have a good electriacl diagram to go by. The manual does state that there is a horn relay but it does not show where it is.
Can I try to jump the wires at the relay once I find it?
Ground terminal G at the harmonica connector under column and see if this operates horn if so its in the column(black wire between pink and light blue)To be safe use a 12 volt test light to probe term.G (its marked on harmonica connector)

A relay is just a switch so you can bypass most relays with a piece of wire at the proper leads to see if it is bad. I used the mehtod to troubleshoot my fan speed relay.
I found the relay on my 78 just behind the clutch pedal, its a 3 prong factory blue or aftermarket black. I pulled the horns, wire brushed the mounting bracket and the area where they mount to and I got a good ground and they now work. I would try this before tearing into the steering column. Good luck!
Have you found and tested the horn relay? I don't know about a 76, but on my 73 the amp meter connects to th e horn relay. If neither are working, I would look there.
Chassis wiring schematic's are available on ebay for these cars as well. I got a big laminated copy and pinned it up on the garage wall.
