Default windshield wiper door

Everytime in I start the car my wiper door raises and doesn't go down, I've already replaced the vacuum on it and adjusted everything I can but it still won't stay down. Sometimes it will lower a bit and then raise again as I'm driving. Can anyone help me solve this problem.
It's a 71 454 coupe.

It is your control valve ... on my '72 it is mounted up on the wheel well - right side. It is "allowing" vacumn to the vacumn motor ...which is raising the door. It's diaphram is probably leaking.

Did you check the door over ride switch below the steering column? Sounds like it's on to me.

Are you getting vacumn to the small hose(white striped) on the vacumn relay?If you are its probably the relay like 454 said.If not it could be like andies said the pulldown overide valve.It also could be the control valve under wiper arm or the solenoid under dash around tach.Let us know.
