I'm trying to get the horn working on this 71 so it will pass inspection here in Pa. At first it would not click or do anything. I then took things apart, cleaned them up and put it all back together. Now the relay clicks when I push on the horn but Ican't get the horn to make any noise. Did vettes only have one horn?(my 70 chevelle has a low and high note horn) And how can I test the horn to see if that's where my problem is?
This is a common problem. You can clean the contacts and it still doesn't work. I tried this a few weeks ago and with a ohm meter across the contacts couldn't get continuity??
Just replace the relay. In canada they are $13 and most parts stores stock them.

There should be a High and a Low horn.
Put a meter (or 12V Bulb) across the horn wire (at the horn) and ground and press the horn button. If there is 12V there, then you probably have a problem with the horn / grounds - if not, then it's probably a relay/wiring issue.
Also, make sure the grounds are in place for the rad support / front end - if not, that will also prevent the horns [and lights] from working properly.
If you pull the relay off and you have since you checked the contacts in the relay. There are 3 wires in the relay terminal, One red live all the time, one going to the horn and one for ground to the horn ring. Just short out between the center wire and a horn wire and horns should honk. If not it is a horn problem. If they honk it is relay problem or a ground problem.
If you short the wrong pair of wires it should do nothing. The ground wire is open circuit until you depress the horn ring so shorting out will do nothing.
The center is live, just short the other 2 and see if the horn works.
I will check it this evening when I get home. Thanks for the tips on checking it. I only found one horn hanging at the nose of the car between the headlights. Should both of them be there? One dark green wire going to it. Also found the ground wire/strap under a bolt in the same vacinity of the horn. Where else should I be looking or where should this other horn be?
If you have two horns, they should both be connected to the
same green wire. Follow the wire ... somewhere in the nose area.
My 75 wiring had a daisy-chain type extension wire for the second horn,
located low on the center bumper support.
