I assume you are running an electric fuel pump...or plan to...good idea to run a regulator in that case..most Holley regulators come pre-set at 6 psi.and adjustable to suit your needs....If you are running a mechanical fuel pump(stock),you don't need a regulator....maybe just a good tune up on your carb..
I run an electric fuel pump on my 69 502...no choice..and regulator is set at 7 psi by my gauge..

A fuel regulator will prevent excess pressure from forcing the fuel inlet valve open and flooding over the top of the carb reservoir. If you have the stock fuel pump, then it already has a pressure regulator in it.
No, it won't lean out your carb except to completely run out of fuel.
Fuel mixture adjustments are easily made using the idle mixture screws...if that doesn't do it then replace the jets with some different sizes.
