ok, maybe this could sound like a dumb question but anyway here it goes, when should the secondary throttle should open completely? mine just opens a little bit at full throttle, is this normal?

Are you talking about the secondary throttles or the air valve?

You can't make them open when it's in neutral. They only open when the engine actually has a load on it, at the point it needs the extra air/fuel.

Thats why I had asked if the engine was running or off
You can make sure all linkage is working with the engine off.;;

The choke should be all the way open if the engine is warmed up. Unless you have a whole bunch of engine, you'll never be able to get the secondary air valve all the way open. The engine simply can't use that much air.

Even under load, a stock engine won't open it all the way. This carb will support considerably more HP than these engines put out.
