It's the gauge itself. Something inside of them gets loose.
If you actually take the gauge out and blow softly on the needle, it will move.
The gauge no longer has any dampening effect to compensate for the gas sloshing back and forth--so it swings back and forth--usually most noticable between 1/4 and 3/4 full and on bumpy roads.
A new gauge is needed. Promise.
