Default engine mods stock l42

I know you guys are good and I'm not sure where to look. I have a 78 L82 with 83 kilometers, quadra jet carb, true dual exhausts.
What mods would you guys recomend for more HP/Torque without breaking the bank, I want a mild cam, I'm thinking heads, intake, cam.
I have original exhaust manifolds, emission junk gone.
I know ther have been many posts about this but I need the whole package in one shot, I'm also new to engine mods.

Rebuilt set of vortec heads ~ 550
Vortec Intake ~ 130
Summit cam and lifter set ~ 80
gaskets ~ 100

Hows that sound? Keep your q-jet, too. It'll serve you well. After that change, though, you'll need to rejet and rod it.

First thing that needs to be addressed is the cat. You got to get a modern one or true duals. After that I would go for the heads.
