Pretty sure that relay is part of the seat belt starter interrupt circuit. Pushing the button allows the vehicle to start without having a driver in the seat with seat belt buckled. Thank the saftey ***** for that.
That's the seat belt bypass relay. The parts locater in the service manual lists 12 items tied into the seatbelt interlock system including this relay. There are also about 12 pages dedicated to the interlock system. Yikes!!
From the manual.....The bypass relay permits starting of the car in the event of system failure. To activate the relay turn the ignition key to ON. Then, PRESS and RELEASE the bypass relay button. The engine may then be started by turning the ignition key to start.
In BOLD print the manual continues.....The override mechanism will be damaged if the button is held in the depressed position.

so all this time, we have been starting teh car without seatbelts in. <actually there are no seatbelts in the car> so i am assumeing that it is now activated. Also, is there anything in there that might be preventing the car from turning off?? because right now we turn the key off and the car still runs. could this be a possible cause?
After studying the service manual.....the seatbelt interlock system is insanely complex....for whatever reason. There are probably a number of ways to permanantly override it which has evidently already been done to your car......although I doubt it was done at the relay...just looking at the pic.
I doubt this has anything to do with the car running with the key off.

I agree with the other posts, it is the seat belt electronics reset button. My car has been deactivated and starts without belts being done up, there were pressure pads in the seats which activated the system if someone was sitting in them.
