I have found this 70 project vette. Has ac,ps,pb,pw. NOM,454 BB, 4 speed. Car is in TX, but dont know if it has been there all of its life. Frame looks a lil rusty to be from TX. How bad does it look and is it worth investing in? Surface rust or worse?
Looks fine, you could knock most of that stuff off with a bit of 100 grit. You may find the odd spot that may need more attention but all in all not too bad.
Not all Texas cars are going to be rust free. Even a garaged car can go down hill here near the coast. I am over an hours drive to the beach (72 miles) and have to fight the effects of humidity. What you see on the outside of that particular frame is as bad or worse on the inside of that frame. It may still be good, but you need to take a pick hammer to any areas that look corrupt and check the flake factor. It is sad to see so many new Vette owners soured by the experience of buying a badly rusted frame and/or birdcage car. They typically end up abandoning the dream. If you cannot check the frame yourself, or have a reputable Vette shop do so, then maybe you should pass. Get the right car. You will be happier and able to live 'the dream'.
Look at the pillars through the sides of the windshield. You are looking for any bubbling or visible rust. Also check with a small hammer at the kickups near where the trailing arms bolt in. It looks real good to me from here. Never been touched which is good. You can see what you are getting then. The frame rail where they go under the doors look original finish and nice. You are always going to have some surface rust on a 36 year old frame but that looks solid. I would think it's a nice project car. Perfect frame off candidate!

Ah, I was picturing a pristine '70 on top of the frame. I'd say 9,500 is in the ballpark, but you have some room for negotiating.
Frame is in great shape from what we can see. Bring a hammer and bang the frame really hard everywhere and look for large flakes. I'm thinking you'll be alright. Like stated above, check the birdcage/windshield area. If the engine runs well then ok but ask the owner why the trans is gone.
Did he blow it up? are the rear gears shot? Being that the car isn't drivable makes all this hard to know.
If your planning on paying cash then you have room to negotate.
Try offering 8k in hand and work from there.
