What should the output voltage be?

I have just rebuilt my alternator on my 82 and have a few questions about its performance. Since my battery was dead before I rebuilt it, I just reconnected everything and jump started it to get it running. After starting it I took my multimeter and probed the 'BAT' connection from the alternator and it showed a voltage of 11.46 which is low for a properly operating electrical system. Is this low voltage most likely due to the battery being dead or could there be another internal problem with the alternator. I rebuilt the alternator initially because of an even lower output voltage of about 9.1, I installed a new diode,regulator and brushes.
