Throttle Sticking
I have a 1970 350/350 Fresh Rebuild: I bought a Stage II Quardra-Jet
from Jet performance in California. The throttle sticks when kicking in the Secondaries, raising the RPM to 1800 Plus. The only way to bring it
down, is to kick on the Gas Pedal. I can feel this spot in the Gas Pedal,
as I accerate up, and pass thru it as I go,
Anyone shed some light! Where is this coming from. Secondaries Sticking, or a Internal issue.

I used to have a setup with an aftermarket intake and an Eedelbrock carb on a Dodge motor, but I had a similar issue. Now, they may have nothing to do with one another, but the primaries would open, and just barely catch teh inside of the bore on the intake, and stick unless I goosed the pedal. It took me a while to decide what the problem was, and all I had to do was pull the carb, file downt he bore where it was hanging up and the problem was solved.

My throttle bracket on the side of the carb was getting hung up on the air cleaner base. Same symptoms as you: High idle could be knocked down by tapping the accelerator. Then I would remove the air cleaner and base to get a good look at the carb and of course, DUH!, I couldn't figure it out!! Finally a more methodical mechanic than myself showed me the marks on the bottom of the air cleaner base where the bracket was rubbing. 
Just requires some careful diagnosis, and it helps to have 2 people. (Oh, and the easy fix for me was bending the bracket a little bit from vertical so it doesn't rub on the base). Temp fix was to add a 2nd throttle return spring, but that wore out my ankle.

I had a frayed cable coming out of the sheeth on the carb end. I replaced it with a new one and it was like a night and day difference. The go pedal was easier to move and I didn't have to blip the throttle like you are now.

you can also adjust the cable so that more of the sheath is slid forward, i.e., less of the cable is exposed. as others have suggested, sometimes the end of the sheath will catch on the bracket or arm on the carb that holds the cable.

I guess the short answer is to look at everything for binding. Look at the manifold, base, throttle cable...everything. You shuld be able to make it duplicate the stick by hand just moving the throttle back and forth and 'feeling' where is holds up.
