The post that said (rip of the cats where permitted), exactly what state
is it legal to run a car without a convertor. I am with the understanding
that this emission control is a federal regulation. Only place you can run
a catless auto is off road, like a race track.
Places that have no emissions tests does not mean that there is no law
on emissions. These are federal laws and if you sold a car without an
emission control you could be held liable for the missing part. I bought a
new motorcycle in 96 and it was against the law to change the exhaust
or air cleaner for a federal regulated noise control. I live 30 miles of
Milwaukee and I don't think there is a legal Harly on the road.
Yes, it is a pretty simple swap. For not much more you can go to Tuned-Port. Do a search on TPI swap or Fuel injection swap. There is plenty of information on both.
My thought on this was a external fuel pump could be used as a throttlebody only needs around 13lbs pressure so the tank would
not have to be touch. Of course a fuel return line would have to
go to the tank.

You can do TBI, Tuned-Port, LT1, or LS engines with an external pump. On my 69 with TPI I use an external pump from an 88 Ford Truck and the stock fuel tank. Same pressure and volume range as the GM internal pump. Reasonably quiet. Available at any auto parts store in the US for around $100 if replacement need arises. I also use the stock Corvette return line to the tank. I have never had issues with sloshing. If you have a 78-82, I would find an 82 sending unit and put it in the tank with a later pump, but you don't have to.
