What ended up being my problem was the vacuum switch on the back of the heater controller. I replaced it and all was better.
There are only 4 hoses to the heater controller on my 78, the 5th the connection is not used.
I went through a lot with the help of the people on CF and am thinking of trying to put it all together in a long post, on the workings of the heater/AC vacuum system.
