That kind of money is over the top for a '70 L46 coupe even if it was a Top Flight or Bloomington Gold car. With all the non-original stuff on this car, I'd say mid - high teens is more likely (at best).
Did anyone notice the pic of the title? On the bottom line it says "mileage exceeds".....the pic is cropped. Usually means the odometer has been around once. If so, $28k is a little steep.
I guess it's worth whatever someone is willing to pay, but they will have a very hard time finding someone to pay over 15-20k for a 70 L46 coupe that has non stock parts on it (unless we are talking ZZ502 or something  ). It's a great car, but in the Vette desireability scale, it would be second lowest for that year (and I have a 69 L46 coupe, so don't flame me). If you look at the pic with the odometer mileage on it, you can see in the last line "odometer - mileage excee..." I am sure that is like our DMV and states that the odometer has turned over. Notice there are very few interior pics and no pics of the seats. Hey Joe, did you check this car out? ;) http://cgi.ebay.com/ebaymotors/aw-cg...tem=595589301.
