Not positive but the Hydroboost unit has an accumulator that holds hydraulic pressure (the little canister on the side). This is so your brakes will work a few times without the car running. Its possible that you will have to run the pump to "recharge" the booster.
Without the master cylinder on?? This would bother me? Are you sure the lines are hooked up properly??
The high pressure line from the pump goes to the 18mm fitting on the hydroboost first, Out the 16 mm fitting from the hydroboost into the 18mm fitting on the jeep box, out the 16 mm fitting on the jeep box to the resovoir on the pump.
On the hydroboost the last small return line is low pressure and goes back to the resovoir on the pump.
If the hydroboost has been sitting you will find the brakes grabby for the first few miles at the start of any season. After a few miles everything seems to warm up and the system works as expected. This happens to me every spring, every spring and works itself out in the first 10 mile run.
Check the hookup of your lines and get the master cylinder on.
THis is because you don't have the master cylinder on. Once you get that on it will work fine.
The first time I put one together I mis-matched the master cylinder and h/b unit. The push rod was going too deep into the m/c and not making good contact. I had the same exact pedal problem. Once I figured that out and matched it up right the pedal was hard and firm as it should be. There is very little pedal effort needed to stop and it returns instantly.
Put the m/c on and try it again. You will be fine then.
I will get the master on tomorrow the lines are correct i will get a couple of pictures but will need help with posting them and for the next couple of weeks i still have dial up but windstream has me hopeful thanks for everyones help with the install and the trouble shooting chico
