This should be a simple fix if everything is still intact. Your 79 has a level on the wheel that you move in one direction to allow the column to move in & out. The other direction tightens. This level actually adjusts a small nut underneath the horn button. You'll have to disassemble the steering wheel until you get to the point of exposing the level and associated nut. Just run the nut in ever so slightly. "Ever so slightly" is just 1/8 or 1/4 turn ! You may have to play around a little to get it exactly where you want it.
Pull off the horn button, remove the 3 screws that hold the horn contact ring and remove. You should now have what you see in the picture below.
Now remove the 2 screws that hold the adjustment ring to the adjusting screw. Rotate the adjusting ring counter CW until the next holes line up with the holes in the adjusting screw and reinstall the screws. This will allow the adjusting ring to turn further CW to tighten the column.
