It is possible that it was cheaper for GM to make the harness to fit multiple vehicles. If the only difference was the length in wire, then all they did was leave the extra length inside the loom on vehicles that didn't require that length. That is my theory and I am sticking to it :-)
I think you're describing the resistance wire, designed to hold the cruise transducer solenoid in with a small current, after it's been engaged with a larger current from the main power feed wire.
If you look at the transducer there are two plugs - "hold" and "engage". You'll probably find the hold terminal connects to the unusually long wire.
