Use the hole in the back edge of the cable bracket you have.
That is what is on my 69.
With the right double spring it should work fine.

Thanks to everyone for their advice. I have managed to drill a Small hole for the return spring in the throttle cable bracket. I seems to be working good, at least on the carb side.

As I work the pedal though, it seems like it does not pivot freely on the are connecting it to the cable. Is there a spring that is supposed to be on the accelerator pedal? The AIM does not show this detail. Does anyone happen to have a picture of the pedal Assembly and the connection to the firewall?

there's a tension spring on the bolt (?) that attaches the pedal to the accellerator bar. it keeps the pedal from flopping around. is this what you mean?

Yes think so. There is not a spring on my pedal, but it sounds like there is supposed to be. This looks to be the trouble because the pedal does not spring back, it either has something interfering with its pivot, or it needs a spring to pop the pedal back up.

Remember, this car was not drivable when I bought it, so I am trying to sort out what is missing and it sounds like I need to find a car to look at or a good picture or two.

There is NO carb. return spring under the dash!!!
You have a bad cable!!! Or a bad shaft in the carb!!!
My moneys on the cable.

Okay, lets be calm. There is not a carb return spring under the dash, we all understand that. Also remember that this car was not drivable when I got it, and I am still trying to sort out what has been hacked up on it.

it is clear that there are/were two separate problems I am resolving here.

1. The carb return spring on the car (in the engine bay) was clearly kludged up by someone. I looked at trying to find parts to get it back like it should be. I have now got a proper carb return spring installed.

The second problem is that the pedal itself does not seem to pivot properly on the level under the dash. it seems to flop on the lever and does not spring back up. I asked if there was a pedal spring that controls the pedal pivot on the rod mounted to the floor board that connects to the cable.

I do not see how the cable is causing this particular problem. It looks like there is an issue of how the pedal is connected to the lever mounted under the dash. My old truck as a spring on the bottom of the accelerator pedal to pivot the pedal upright. The vette does not have one, and i cannot tell if it should. Pictures of the pedal assembly from at similar vette would help me understand what is different.

Buying a new Lokar throttle cable might leave me with a shiny new throttle cable, but still the same pedal problem. I just want to make sure I have the real root cause.

I had what sounds to be a similar problem on my 71. I would press the pedal and it was slow to return. The throttle spring was strong and not the problem, so I backed off the bolts that attach the pedal pivot to the floor about a quarter turn each and it now comes up quick.
