Much to my regret I took my C3 to a local alignment shop that was recommended to me after I lowered (cut a coil on each F41 spring, 8" spring bolts on rear)the car and installed 17" rims. The car tracked perfect with the stock setup, but this shop is telling me it's difficult to get the alignment within spec. with my changes. Can anyone tell me if dropping the car and widening the track would radically alter the ability to get the car within spec?

I would have expected rear camber problems with the lowered suspension. If the problem is with the shims at the front of the trailing arm, you might have a T/A that's bent out of spec.
actually as it turns out all the numbers fall into spec between van steel's published advance street and autocross alignment specs, except the rear camber is a tad more neg than I'd like it, by 1/2 degree. My issue with the car is that it stills pulls to the right just a bit. But I'm using a set of slightly used Sumitomos on 17 X 9" rims. I'm going to install my stock BFG's and see if it tracks straight.

Get the front caster closer to equal and make the rear tow less and equal on both sides. If everything else is in working order, ie straight frame, suspensions parts then the car should track.
